A police officer with Humble ISD has been charged with multiple counts of possession of child pornography, according to Harris County court records.
The officer, 48-year-old Jeffrey Warren Clark of Humble, was applying for a position with the Harris County Precinct 4 Constable’s Office July 14 when he admitted to a polygraph examiner that he had experienced self-gratification while viewing nude images of underage girls on the internet at least 10 times in the past year, court records show. Clark also confessed to the examiner, David Raney, that he had sex with two 14-year-old girls at the same time when he was 18 years old.
“Around July 14, a polygraph examination was conducted on the applicant Jeffrey Warren Clark and he was asked questions concerning having sexual intercourse with children and also questions concerning viewing nude material on the internet of persons who were under the age of 17,” said Abraham Valle, an investigator with Precinct 4. “I reviewed the application packet, which included a copy of the polygraph examination. Clark told Raney during the questioning that he had looked at nude females under age 17 on the internet for self gratification while looking at the pictures. He said that he had done that about 10 times during the last year and the last time was last month.”
After the end of the polygraph exam, Clark told Raney that the internet questions bothered him the most.
“He did not think it was fair and it was a difficult question,” said Valle. “He also told Raney that, in fact, he has been on the internet to have a good time but not for the purpose of what had been asked in the questions. Clark also stated to Raney that it seems like an unfair question and that he is not a perverted monster.”
According to court documents, Clark is heard on video stating that the images could be of someone who is 16 or 23 and that he did not know. Clark told Raney that he assumed that the images were of someone underage but he was not sure.
Following the interview, Valle was notified of Clark’s admissions and obtained a warrant to search his house at 14611 Logan Falls Lane in Fall Creek. Deputies served the warrant Aug. 2 and discovered thousands of lewd images of child pornography on the suspect’s cell phone and tablet SD cards.
Clark was arrested and has since been released on $75,000 bond. His next court date is scheduled for Sept. 13.
